First police commissioners in Indore and Bhopal

On, Friday Madhya Pradesh Government selected Makrand Deuskar and Hari Narayan as the first police commissioners of Bhopal and Indore.

On, Thursday evening the government informed the commissioner system in Bhopal and Indore. Makrand Deuskar could be a 1997 batch IPS officer and is within the officer (IG) rank while Hari Narayan Chari Mishra could be a 2003 batch IPS officer within the IG rank. Both officers are given auxiliary charges of Bhopal Zonal IG and Indore Zonal IG.
The police commissioner’s system marks a move from the ‘dual control’ system wherein the magisterial powers in an exceeding district are lodged within the district magistrate and therefore the second fiddle magistracy like the sub-divisional magistrates and tehsildars under him or her. With the commissioner system, the magisterial roles are going to be lodged in law enforcement officials within the rank of deputy superintendent of police and above.
The regime has also notified the functions of the police commissioners. While the recently appointed commissioners would have powers to leap over potential trouble makers, effect preventive arrests, issue ban orders under section 144, the law enforcement officials haven’t been given the powers to issue or hang up arms licenses.
The announcement by Chief Minister
The commissioner system was upcoming in Madhya Pradesh with Chief Minister Shivraj Singh Chouhan proclaimed the appliance of the system twice before so not implement it.
Nevertheless, on November 21, CM Shivraj Singh Chouhan proclaimed that there will be a commissioner formula in Indore and Bhopal.
In the newly created police commissioners in Indore and Bhopal, the commissioner will be an ADG/IG rank officer and will have two additional commissioners under them. The town has been parted into four zones for administration, each under a zonal DCP. Besides the zonal DCPs, there would be DCPs responsible for the crime, obstruction, and intelligence.
